Introduction to Planning and Building Services in the Shire of Esperance

The Shire of Esperance offers a range of Planning and Building Services to support local development and community safety. These services are essential to maintaining sustainable growth in our region, and make sure all construction and development activities comply with State and Federal Government regulations. 

Skilled staff from three main areas deal with these services: Planning Services, Building Services, and Customer Service. 

Planning Services process planning applications for new developments, renovations, and land use changes, ensuring that all proposals are assessed against State legislation, the local planning scheme and relevant policies. 

Building Services handle building permits, which are required for most construction activities. The Shire issues both certified and uncertified permits as per State legislation to ensure that all building work meets safety and structural standards. Additionally, before any demolition work can commence, approval must be obtained from the Shire so that demolitions are carried out according to State regulations, safely and with minimal impact on the surrounding area. 

Customer Service staff are on hand on the phone and at our Admin counter to help our community get documents in order and schedule necessary appointments, making the process smoother and reducing wait times.

Finding skilled staff for these unique positions can be challenging: the Shire is pleased to have secured experienced and knowledgeable professionals to serve our community in both Planning and Building teams, as well as well-informed, patient Customer Service staff. To help fill these positions in the future, the Shire has created cadet roles, including a Cadet Building Surveyor and a Cadet Planning Officer. These positions allow our young population to learn on the job, providing hands-on experience while completing their qualifications, which are paid for by the Shire.

The Shire's Planning and Building teams are committed to remaining accessible and supportive of our business and residential communities. They offer property visits and meetings with applicants to discuss their projects and provide guidance on information required by State Government legislation and regulations for applications. This hands-on approach helps ensure all applications are well-prepared and meet the necessary requirements. 

While the Shire is dedicated to supporting business, industry, tourism and residential development, community safety remains a top priority. All proposed planning and building activities are carefully examined to identify and mitigate any risks to the public. The Shire's teams work closely with applicants to address any safety concerns and ensure compliance with all regulations. 

The Shire of Esperance provides detailed information on building and demolition applications, including checklists of the necessary steps and documentation required for approvals. The Shire also offers guidance on resolving disputes, obtaining copies of approved plans, and assessing and addressing swimming pool safety and compliance.
